Repeating comment here that expresses what I feel best:

US gov has long declined to force telcos to secure their networks, while intelligence + law enforcement not only routinely allow known vulnerabilities to go undisclosed, but actively lobby for back doors. I must conclude that they're happy to roll the dice and quite likely shoot themselves in the face from time to time.
