You need to use your government ID to log in and can only vote once. In most(if not all) countries you will not be able to flood it.
Hopefully this is secure throughout. I voted a while ago, I don't remember exactly the process.

But it does make me wonder: How is Ross able to even get this petition going? Is he living in Europe? I only can't sign it because it requires some proof of being in a European country.
