There's a lack of cool shirts for local businesses in my town so I want to make an etsy or shopify and design/sell them. I feel that as soon as I do this someone is gonna get mad about it. How do I go about this? Should I just reach out to local businesses and ask if I can sell them or is it a beg for forgiveness situation? Should I instead just sell the designs to said local businesses?

A lot of the ones on Etsy are stolen already?

Go talk to them. They may even sell them in the store for you and you get a cut.
