Seeing them shout at (nearly?) each other's face is funny.

Anyways if something like that happened but the defender touched the ball more clearly (but still made contact with the shooter's arm), then is it still a foul? I remember the kd blocking the recent 3 point attempt to tie and was told hand/wrist contact is fine if it's a clear block.
