Grandma Scotch: Bullying and physically abusing Butters.

Lu Kim: Atemting to murder City Sushi owner atop the Tower of Peace and make look like a suicide.

Dr Janus: Urinating on sleeping Butters and manipulating his Butters parents into believing Butters has Multiple Personality Disorder.

Kenny throwing a shuriken into Butters' eye is up there for me

Cartman: actually killed people including his birth dad

Stan: used Butters’ bullying problems to make himself famous under the guise of caring for butters
