I want to start my own web agency. I am a good developer in general. I can provide high quality websites for my clients. I live in Turkey and people who owns web agencies are a bit bad so I think I have a good chance. I think I want to do face to face sale at the start but I am not sure how to convince people to buy websites. What would you guys advice for me?

That guy is right. There’s no rocket science here. If no one knows your service albeit it’s the best service in the world, no one will buy from you.

So yes, look into your network and see who would need a website and sell it to them!

It's a bad idea. It would be best if you worked on Upwork or other similar websites for customers from other countries. Turkish Liras is losing value to other currencies. You should use these advantages.
