Heidi Turner was more evil than Cartman in that plotline, and although Cartman does absolutely "chaotic evil" things, he also considers himself patriotic and thinks cops are cool.

That might make him more Neutral Evil or Lawful Evil despite cooking Scott Tenerman's parents.

But I think Heidi is the chaotic evil because Mr. Mackey says "She's like Cartman but worse because she'll actually follow through."

Not really. Butters shot a guy in the dick and literally has an no alter ego supervillain named professor chaos. Randy breaks laws all the time and is super self serving. Sheila isn’t evil, just over bearing. Garrison isn’t neutral anything.

Reminder that Lawful means living by a strict code, Chaotic means being free and flexible, Good means going out of your way to help others, and Evil means going out of your way to hinder others.

• Lawful Good: Big Gay Al. Always wants to help others and sticks to his beliefs. Also: Butters, Wendy, and PC Principal (in his own way).
• Neutral Good: Kyle. Wants to make the world a better place, even if he sometimes has to alter his own worldview to make it happen. Also: Mr. Mackey and (offline) Gerald.
• Chaotic Good: Kenny. Strives to do what's right, regardless of the means. Also: Mr. Slave and Mr. Hankey.
• Lawful Neutral: Officer Barbrady. Loyal to his job, but doesn't think too hard about morality. Also: Satan.
• True Neutral: Stan. Usually driven by self-interest, but in a sort of passive way. Tends to just go with the flow. Also: Craig.
• Chaotic Neutral: Mr. Garrison. Just does whatever the hell he wants, whenever he wants. Also: Randy and Terrance & Phillip.
• Lawful Evil: Most of the villains du jour. Government Guy, Walmart Guy, The Goo Man, etc. Doing the bad things while being true to their self-imposed codes of conduct.
• Neutral Evil: Cartman. Lives only to spite those he hates, in exchange for his own self-gratification. Also: (Online) Gerald.
• Chaotic Evil: The Canadian Devil, Beelzeboot. Is evil just because. Also: Woodland Critters (hail Satan!).

I would swap Kyle and Stan. The Crack Baby Basketball takes Kyle out of good for me.

I’d swap Cartman and Garrison (the latter literally raped people to death) and Stan and Kyle (Kyle nuked Canda and Stan saves animals).

Hasn't Kenny ended up being one of the most selfless characters on the show? I know he gets on board with crazy schemes sometimes, but when it comes to the big picture stuff, it's always Kenny that ends up making some huge sacrifice to help everyone else.

Switch Cartman and Garrison, Cartman isn't really chaotic as a lot of the times his schemes are very well planed out. Nathan is lawful evil, Kenny is good while true neutral fits Craig much better.
