This might be a long shot, but I am dealing with the following dimensions for Canadian airlines for personal item.

15 cm x 33 cm x 43 cm (6 in x 13 in x 17 in)

I need a back pack that can accommodate a 17" external monitor with the following dimensions : Monitor 39.4 x 24.2 x 0.9 cm = 15.5 x 9.5 x 0.3

It also needs to accommodate a Dell 14" laptop, (the laptop is pretty thin so I don't think that'd be a problem).

Bonus if it has two water bottle holder pockets, luggage passthrough and some space for a blanket I use on flights.

I have flown through multiple Canadian airports with my 5.11 Rush 24 37L pack many times. I have never had anyone ask me about it's size. While the website does say 15 in laptop compartment, I always travel with my 17-in laptop. I put it in the zipped compartment where people normally put a water bladder at. The bag has tons of compartments and extra pockets for anything you need.
