Difference is that guys like Trae and Garland had already established good track records of being able to shoot pre draft
Scoot scooting 22% from 3 is arguably more concerning than someone like Trae shooting bad to start his career, since it actually lines up with his known flaws pre draft and there isn't a clear regression to the mean to reasonably anticipate
