By upgrading existing infrastructure to create an environment that isn't entirely focused on cars?

“The way the road systems are designed in Europe, in European Vision Zero cities, the design naturally slows traffic and makes for a much more pleasant and safe place to walk,” she said. “Cars are excluded from city centers in many cases, and roads are narrowed and bumped to really slow traffic. It’s not just about the signage. To get to many popular destinations, cars have to go a round about way so it’s inconvenient, in fact, and the bicycles and the pedestrians can take the direct route.”

Yep! Hell yeah!!

We have a long way to go to make active transportation safer and easier but I am encouraged when I read things like this.
