There is something else that contributes to the success of bikes in Victoria. Commuting by car has become absolute shit.
The cost of housing made living in the city unaffordable to many people and because of the geographical location most of the new housing sprawl happens West of the city. This adds all that new traffic going in and out of the the city at rush hour to only one already overloaded highway. Parking downtown is also a problem. This makes the Galloping Goose Trail extremely attractive as it is essentially a bike highway that feeds bike traffic from the West straight to downtown. In rush hour it can be quicker to commute by bike than it is by car, and a heck of a lot less soul-sucking too.
The mild weather all year round also helps a lot, as they already said in the report.
People living there hope that they will add a ferry that takes pedestrian and cycling passengers from the suburbs out West straight to downtown as well. But projects like that make glaciers look like they move fast.
