I don't know what's happening, but Dragons Dogma is a Capcom game, isn't it? They've been rolling out that stupid Enigma anti-mod protection on all their games, and it's been breaking things all over.

Ugh I do remember reading something about that for Capcom games :/ good call that very well might be it. I was so looking to finally playing with mods
I sincerely hope you can! I've shelved Monster Hunter and DMC for the moment, until Capcom gets their shit together and salvages what remains of the community goodwill.
How long has it been messing up for? Googling the issue shows that Capcom has server issues pretty frequently, and it's common for parts of the pawn system to be unavailable for a day or two.
