I think this is a great thing, otherwise Kingston will be missing out, big time. As the largest of all the small cities between Toronto, Ottawa/Gatineau and Montreal, it's always been somewhat of a 'mini hub' and being left out of the high-speed rail system would I think, hurt Kingston long term.
