Full title: In the Dark Knight (2008) Gordon stations an officer to watch over the Joker in the room because interrogation rooms famously do not lock from the outside or have one way windows to protect personnel from potentially dangerous suspects
In The Dark Knight, the Joker has to hold a police officer at knifepoint to request a phone call. This is a reference to the fact that even in fictional movies the hero police are still corrupt and deny prisoners their basic rights.
In fairness it's a lot easier to react to a critical suspect trying to kill themselves when you are already in the room.
