Digging a little deeper, here's the original quote. Jake Sherman is a journalist, who attributes the quote to "a senior house republican."

To whom was that long stream of quotation supposed to be attributed?

I think it's just filtered/blurred to cover up a low resolution?

I meant the bounty. Militaries have, or are supposed to have, the ability to check that they won't hit anything if they miss. Randoms shooting down drones for a bounty aren't necessarily equipped or incentivised to check.
