An idea I've come across is to tax the shares directly into a fund held by the IRS to be sold over time on the market. I haven't extensively thought through it myself, but that could help spread the buying period allowing more people/orgs to afford to buy it. Also helps the market not crash every year when everyone is forced to sell.

The revenue created by the tariffs was used as justification for legislation like the One Bill Ugly Bill as well. The double dip is that after everything, consumers have both less cash now and the growth of the federal deficit was accelerated even further. That, at the end of the day, is taxpayer money which will have to fill in that gap unless we find a way to magically disappear all our debt.

Missouri just banned any system other than FPTP from being used last November by popular vote...
