I think this might be the law that prevents you from selling in one EU country while not selling in another since it's supposed to be one single market.
This is one of the things that fucked over regional pricing on steam in the past. The law said, that you can't stop people from buying in for example one of the eastern EU countrys from any other EU country. So you could buy steam games in poland (by just changing toe store region) for less than it would be in france and so on.
I'm not sure how that ended up. For a while it just meant that there was no regional pricing (besides the one big EU region) within the EU.
