It looks nice, but is there a technical reason why every OSM based App needs me to downlad map data before using it, rather than loading it "on the fly" like Google Maps does?

I disagree. Cooperatives exist, in Germany many Banks and many companies renting out flats are cooperatives.

It works like this on newer Android versions. A specific permission is usually asked if a certain fearure uses it.
