The problem is two fold, the first is that any change in process or procedure has to be approved by a committee that probably has nothing to do with IT at all; and the second is that the DoD is full of higher ranking officers that if you have a 3 day turn around for a repair -- for example, they will threaten your very existence unless they are not done immediately.
The only solution I can think off is that the IT has to be removed from the DoD, and assigned its own budget and director.
I don't think the issue is that politicians are old or not. You may be old but still have fresh ideas. The problem is that without term limits those fresh ideas become stagnant and start to smell of prune juice farts and old tapioca pudding.
Because just referring to it as sexual assault, might portray that these cops where gay, and we can't have none of that.

This is why I always will say that the share the road campaign is and will always be pure bullshit. I love to ride my bike, but if I have to ride my bike with giant trucks and SUV's imma going to say fuck to that and drive my car.

See, I am of the view that there should be a list of people who have this mentality and their data is updated live and publicly visible to all to see, and I mean EVERYTHING. Of course I'm not calling for someone to just hack systems and publish user data, but instead people get free services when they sign up for to be part of this list.
Then we'll see how many "have nothing to hide"
