Regardless if Trump pays attention or not the worst people will be unhindered. He isn't even a blocking element to those people taking power because Trump is at worst a rubber stamp and more likely a corpse given his age and lifestyle.

Is it common? This article is clear but is one case. The fact, as the article shares, that the Biden campaign quickly paid the bill further brings to question the "common" stance - in that they paid when they became aware. Maybe the mayoral staff over the last 8 years just aren't that good at getting their bills paid.
