your cpu cooler looks to be caked in crud. If so give it a blast with some compressed air (every fee months) That alone will make a massive difference to cooling
I have those be quiet fans on a box, they're OK but as others have mentioned, more static pressure wouldn't be a bad thing if you start taxing the machine more
