Call me crazy, but... this a penalty imo. He makes a deliberate movement with the arm, in an unnatural position, to intercept the ball. It's arm first then body, and it wouldn't have hit the body otherwise.

First game for António Nobre in the Champions League. He has had some great games in Portugal, but also had a few stinkers. I was rooting for a good performance from him, I have to watch the game and see how was the refereeing, since Reddit is clearly not to be trusted. Any neutral opinions, or from someone into refereeing?
Benfica completing the 4 out of 4 games being absolutely ROBBER against Inter. It's really scandalous. I don't know why there isn't much noise. It's a clear foul on Neves in the start of the play.
All 4 games had clear terrible and evident errors against Benfica. It's shocking.
