They're not failing. They're actively choosing not to.
Because that's what young people need, more ways to be excluded from society and isolated.
Anyone enrolled in the SAVE Plan who took out less than $12,000 in initial loans and has been paying them down for the past 10 years or more will have them forgiven.
It always pisses me off when I see qualifications like this. You know who needs forgiveness? People who got suckered into a lot of fucking debt. You know who needs forgiveness? People who have missed a lot of fucking payments.
Qualifications like this seem designed to make sure relief goes directly to those who need it least every time.
If you haven't played StS: Downfall yet you should.
In an at-will state, which I think is most or all of them.
Right-to-work is different; it means you can't be required to join a union in order to take a job.

More ways to exclude and marginalize young people is not what society needs. Social media can be a lifeline for people who otherwise cannot live authentically or get access to literally anything true any other way.
How about we switch that around...
