homeassistant will be your easiest and most reliable path.
Lots of options if you want to roll your own.

Not really home automation related but TLDR, yes, this is possible, probably.
I feel like this is a good time to plug r/homeassistant
I use these types of adapters to power pi's, hue boxes, lutron controllers and even dmx controllers.
The quality seems to be pretty high. I've had bulbs mixed into the bunch that have survived 5-7 years and several home moves.
Expensive, yes. Quality seems to be decent though.
