Facebook ads definitely is not better then google ads on small budget.
You can easily waste money on either without properly set up/using effective ads etc.
And Facebook ads doesn't replace google ads, for advertising on purchase intent/specific keywords.
Facebook ads would be more akin to using a spray bottle to wet a wall.
what do you mean by communication barrier?
You both speak same language? (English)?
So are you not reaching out to the right people/decision makers to understand what your propositioning or?
