No but time.cloudflare.com is. If I recall correctly, the server clocks are synchronised with the same time service. (Source: I work at Cloudflare)
You should specify which government
It will only try IPv6 if your computer has an address. Now the question is: if your network doesn't support it, then why do you have an address?

Half of Cloudflare's value proposition is the network that provides these services. It's well connected and will have good performance in most places around the world. The software on top is the "easy" part. I'm glad to see other options though. Nice work
