The way I see it the biggest issue is the lack of law enforcement. It creates a driving culture where by respecting the law you're just a "sucker", because you constantly see other drivers not respecting it and getting ahead.
Drivers get mad at you if you're only driving at the legal speed limit. You're impeding the flow of traffic and are being dangerous they argue.
Even running red lights is somewhat common nowadays because unless you actually cause a crash then nothing happens. It's not like you get fined or stopped by the police - there is no police and there are no cameras.
I think it makes a lot of sense. Billionaires are finite in number and they're people just like us.
