If you are just accessing it through RDP then KVM will be fine, but if you are using it through the local console then in my experience Virtualbox has better performance.

Not for Docker, but I use if for other things, have several VMs running Ubuntu Server.
You want an SSD if you want it to be quiet, but an SSD of that size will be very expensive.
