Everyone involved in this should be forbidden from holding authority until they are able to explain why what they did is the opposite of the values of a Rechtsstaat.
The thing is that they didn't. If I understood the Supreme Court decision, what they did was saying that official actions of the head of state have to be tried by the legislature and not the courts, which is a common arrangement in other countries. The Congress is the one writing blank checks by refusing to impeach and convict Presidents based on party politics.
It's basically the same thing as gambling but with less regulations and social stigma. It's not going to get better if no one does anything - and it's not going to be the unregulated casinos cosplaying as gaming studios that will do it.
