Physical contact with a ref is physical contact with a ref. The guy clearly didn't mean to do it and felt bad as soon as it happened, but ref contact like that is just one of those things I don't really have a problem with being zero tolerance.

Didn't sound like they confirmed there would be no ejection; he just said both penalties "would be enforced" but didn't say how. I bet it's still an ejection because... I mean there's a bleeding ref. Even if the guy didn't intentionally hit the ref, that's like peak zero tolerance, and kinda should be.
