You don't need to be at your peak intellectually to decide to have sex, but the decision making parts of your brain are not fully developed until you are 25.
There has to be an age of consent and the legislature decided that's what it was. That's plenty "rational" As for scientific, it it was scientific it would need to be something like 25 since the human brain isn't fully developed until around then.
