I won't comment on the state of the refs overall, but the first contact is started my Jokic and the defenders hand are close to his body and feet are set. It's not a foul. The second one Jokic swings through this an obvious foul baiting gesture that they singled out some years ago as one they would crack down on. Jokic was tilted and made some bad decisions.
