This video is stupid because it doesn't show what happened before the inbound pass. If it was a dead ball play then the clock shouldn't start until he touches it right? So I am assuming it was just a made basket and he didn't know the rule difference? Correct me if I'm wrong but even in this situation during the last two minutes of the quarters is this a rule as well?

Game clock always runs once the ball is in. It's the shot clock that waits on the touch. It's used to burn clock when you have a lead.

If they both paused then there's little reason to walk the dog in the first place.

What are you talking about? The game clock definitely stops until someone touches it during the end of the quarters. The reason they would walk the dog is because they don't want the gameclock to start because they are losing and want to score more points to catch up.
