No it is not, the "This is them now" meme template has been around for a while and is not about race, and generally the more different/dramatic the faux before and faux after pictures are the more humorous it is intended to be

This meme format has existed for years before that kid ever acted and is used on people of all color including every other kid from that show. It seems like "black people look the same" is just on the forefront of your mind.
