The only requirments for the surfer are that it must look like a perfectly chiseled muscular greek statue and be naked

If they cast a man it's easy

If they cast a woman now there will be a bunch of people in the corpo comming up with reasons to cover her up

This was the first thing I thought. According to big entertainment studios you cant have a woman in the cast that could ever be remotely sexualised in any plausible way. Make it a man and he can be a full nude godlike thirst trap, make it a woman and they have to make her flat, remove any ass and completely cover her up. Nobody wants any version of a surfer that has layers of clothing on so lets not make it a woman.
