Texas had heavy cloud cover, which is why it doesn't look as dumb as it is.

according to my friend who was in houston that day (i was in austin for the first half of the day and yes, it was cloudy) the clouds cleared partway through the day

Snap, I was in Austin too! Your friend may have been lucky, the cloud cover maps showed most populated areas covered with Dallas being a notable exception.
