That's where we're being dragged to. GeForceNOW and the Windows App are already a thing. Apple is pushing hardware subscriptions/leasing and will probably start their own remote service. Hardware prices likely won't come back to previous levels so those options will start to look more appealing, lowering demand for parts and raising demand for the subscriptions. From there it spirals until owning your own PC will no longer be possible, maybe even illegal if age verification and other surveillance garbage keeps getting forced on us.

So... Normal Windows 11? By default, it is impossible (at least, without using the terminal) to set up a new windows 11 computer with a local account.

This already exists and is targeting enterprises. It's called Windows WNC.
