It’s both bigger and smaller than that

  • smaller in that outright racism has evolved to systemic racism plus classism
  • but much bigger as a failure of poor infrastructure condition and market that can’t adapt. Many places have a poor state of infrastructure that could fail like this, and the market can’t adapt to the need regardless of what city failed
