Green Bay's OL holds better than most and the NfL has decided it wants scoring rather than to enforce the rules. This just isn't a fun game to watch when every snap there's a defensive linemen with an arm around his neck not drawing a flag.

If he has an arm around his neck it's probably because he tried and failed to execute a rip move, which means it's not a hold, by the literal definition of the rules.
