It's the computer screen. He is watching a video of a person in a dog costume.
The reason that frame is in that GIF above is because Yarn.io seems to have an automated system or something that creates its GIFs, so it often gets extra frames from before or after the relevant part of the GIF because the automated system doesn't know better. The end result can be jarring like this GIF.
