We’ve always been allowed to threaten vague groups.
The fact that someone saying Nazis should be run over is taken so serious as if that person is going to go out to perform vigilante justice is the problem. Nazis are pretty damn safe currently as they shoot our elected officials, shoot our protestors, run over our protestors, blow up our judges homes, and generally destroying democracy.
I don't think we'll ever have the full context (i.e., exactly what was originally said, that got the commenter banned), so it's hard to say
