Yes and no. No other country currently says they will operate in a host country and obey American laws even when in conflict with the host country. But any country could, ownership does matter for critical infra.
If we're talking critical infrastructure the problem is that anyone can own it at all. Billionaires don't care about citizenship. Foreign or Canadian individuals and corporations owning public goods is a problem in itself
