That doesn't match my personal experience with propofol. The "going out" was pretty quick or the memory of it cut short, but the "coming back" was not quick at all.

When I woke up in the recovery room I had awareness first, but couldn't control my body at all, not even able to open my eyes, but I could hear things in the room. Then I remember having coherent thoughts, but everything was in slow motion like my cognition was swimming in molasses. As I tried to see what I had motor control off, learned later I was verbalizing all of these thoughts and was semi audible as I tried to talk. It took probably 15 minutes before I had motor control and could speak clearly enough to be understood. It wasn't a horrible or fearful experience, but wouldn't call it pleasant either.
