It is a stupid question really.
"Gonna turn down millions of dollars regarding something you've spent your whole youth prepping for?"
I know we meme here about some NFL organizations being bad. And some are, don't get me wrong. But nobody's turning down this payday or the chance to play in the NFL "because they might end up on a 'bad team'."
And he’s going to a bad team, that’s what happens to top picks. He can try to force a trade, either before the draft or at some point in his rookie deal, but that’s risky. Barring that he’s going to a bad team. Hopefully mine.

I mean, there are always outliers. Luck was considered the top pick and went back to school to finish getting his degree in architecture (if I recall correctly it was architecture).
Bad teams usually have more cap room and more money for that even bigger extension.
And let's be real, if he winds up on the Franchise Tag and says he won't play, he'll get a trade to somewhere good if he pushes hard enough.
And boy have we been making cap space room!
You make decent money in college football now and his family are millionaires. He might not want to be a bear.
