Tom and the Pats were a major factor in the division sucking though. Constant ass kickings are demoralizing and lead teams to do drastic things.

Fire the coach, reach for players in the draft, get a new quarterback, trade for the star, overpay for the free agent, etc.

It also keeps players from joining his most direct competition. I admired Alex Smith with the 49ers and especially after his horrible injury. But the reality is that the premier free agents did not want to sign with a team that wouldn’t even make the playoffs because of Tom Brady.

I hear the arguments of "Well X QB doesn't want to go to a team that has Mahomes in the same division", and find that a bit ludicrous (see: Russell Wilson) but there are other divisions that are more wide open that don't have a Mahomes in it, where that QB has a better chance to win it. They have a better chance of making the playoffs.
