I don't want them to test every single car every year. But if they are going to test some cars twice in a row - and they did - then one of those cars should be the best one from last year. Especially since they explicitly pointed out that results from last year cannot be compared to those from this year.
If they fail to test the previous champion, then their claim of a "new champion" is meaningless.
