Reason 1: He's a member of a violent postapocalyptic gang celebrating getting (literally) lucky and escaping death for his misdeeds (albeit escaping death from an even worse band of psychos)

Reason 2: He initiates conversation with the player while screaming about how lucky he is, and is unavoidable in the area; therefore, many players kill him.
