Damn, due to financial circumstances, I am tempted to request a refund since I've put less than 10 minutes in (I played the shit out of the mod before it was officially it's own thing, still haven't played Xen) and rebuy it on sale...
I'd feel like a douche though...
The steam return policy explucitly says that it is not abuse if you refund and then buy un a sale. As long as all other refund conditions are met (two weeks old, less than 2 hours played). See also the 5th faq item on https://help.steampowered.com/en/faqs/view/5FDE-BA65-ACCE-A411
Like the other commenter said. If you purchased it in the last two week and have less than 2 hours playtime, they will give you the difference no question asked.
Did you just recently purchase it? If you ask steam support will usually give you the difference
