It's just not a penalty I've seen players not have anything given against them when the ball is there,but at the point of contact the ball is gone and it's a pretty light contact.

The contact is just before the ball gets to him but it's hard to say whether the contact has put him off the header. And I wouldn't call it a light contact personally, he's midair and Maguire puts weight on him with his forearm in his back. For me it's definitely a foul, and I don't think the ref can say no foul because the ball has gone, off the ball fouls are still a thing.

There's off the ball fouls and then situations like that.
