Do certain providers block uploading but allow downloading or something?

Most VPN Providers block Port forwarding, so I'm guessing that would be the cause here.

That alone does not prevent seeding. One can absolutely seed and leech without port forwarding, they will just have fewer connections than they would with port forwarding set up.

If I understand right, it's just VPN to VPN that won't work.

If the downloader has an open port, I can still connect and pump them full of data.

All I know is I got plenty of torrents I've been running for weeks+ with plenty of peers still at 0.00
